Overall Assignment Description:
Support the Agency Agility Strategic Initiative (A2SI) Lead and assist in efforts to transform workforce and culture through implementation of agile solution throughout the enterprise. 
Duties include, but not limited to:
  • Support agile training efforts and development of an Agile Training Plan to build agile proficiency across the workforce. Research agile training available commercially and across the IC and provide recommendations. Assist in determining training needs, evaluate requirements, review industry proposals and perform cost estimates to determine best value for the government. Assist in the development of statement, facilitate discussions with vendors, and assist the government in determining courses to put on contract. Coordinate with the government (A2SI Team and contracting office) to address questions from vendors and resolve issues to enable A2SI to get courses on contract as quickly as possible.
  • Assist the government team in preparing and coordinating an agile workforce recognition plan.  Collaborate with industry to identify best practices and assist the A2SI team in planning, refining, and coordinating recognition strategies.  Assist the government in reviewing and evaluating requirements, evaluating contractor proposals, and provide recommendations.
  • Facilitate the planning and coordination of out-reach events with Industry including quarterly Industry outreach sessions led by the A2SI Lead.
  • Assist the government in identifying and evaluating the requirements for an Agile website to provide status of agile training and outreach events and agile achievements and accomplishments.  Coordinate with SharePoint and development team to provide recommendations on content areas and web design, identify and resolve issues as required.
  • Draft and update Agile Acquisition briefings and documentations for the A2SI lead. 
  • Develop and collect performance statistics to track the success of agile efforts.  Coordinate with the Agile Engineering IPT, College and vendors providing courses to track attendance and completion of agile training and other events.  Provide recommendations on additional metrics as needed.  Report metrics to the A2SI lead.  
  • Identify additional methods to implement agile change across the workforce and make recommendations to the A2SI Lead.
Skills and Experience:
  • B.S./B.A. degree, or higher, in business, accounting or a related field, or equivalent work experience.
  • Knowledge of Vision and Strategic Initiatives.
  • Agile Acquisition experience and knowledge that indicates a high-level of expertise and responsibility, including acquisition experience equivalent to DAWIA Level III Certification in an acquisition field (includes a minimum of 4 years of acquisition experience).
  • Knowledge of agile concepts and methods and demonstrated experience applying agile methods to effect change at an enterprise level, including experience leading and supporting agile workforce and cultural change efforts.
  • Clearly demonstrated experience to develop and implement creative, adaptive, and flexible training plans and communication strategies that address the needs of a diverse work force.
  • Experience developing, implementing, and tracking performance metrics and monitoring status of high priority, enterprise-level initiatives focused on workforce and culture.
  • Possess excellent writing and oral communication skills, excellent organizational skills, strong interpersonal skills, be customer focused and detail oriented, and have keen briefing skills and the ability to facilitate large or small groups.
