Overall Assignment Description:  
This requirement is for a full-time, Senior Consultant to provide direct support to senior managers in developing programmatic guidance. 
 
Skills and Experience:
Required:
  • Demonstrated skills and abilities necessary to provide Counterterrorism Subject Matter Expertise to CT and community customers.
  • At least 6 years of experience in supporting senior level projects across the Intelligence Community
  • In-depth knowledge of the intelligence collection process to include relationships with other IC Agencies (CIA, NRO, NSA, DIA, NCTC, and the DNI)
  • In-depth knowledge of the National System for Geospatial-Intelligence and the role as the Functional Manager
  • In-depth knowledge of DoD’s budget process.
  • Understanding of Geospatial Intelligence and its application across the Counterterrorism Community, to include civilian and military components, as well as Foreign Mission Partners
  • Knowledge regarding how to formulate budget and cost estimates in support of major project activities, including Project Objective Memorandum (POM), Budget Estimate Submission (BES), Congressional Budgetary Justification Book (CBJB), and execution year financial plan.
  • Expertise in building, monitoring, and modifying financial and budget execution plans using MS Excel, Access, MS Project, and other database projects.
  • Understanding of contracting procedures and policies.
